Effective immediately, most renewing policyholders throughout the state will see a decrease on their six-month premiums. While rates can vary with each policyholder depending on a number of factors, drivers in select zip codes – notably Fresno, Los Angeles, Sacramento, San Diego, and San Francisco Counties – may see substantial territorial reductions. In some cases, the territorial reduction may be as much as 26%. In California as a whole, premiums will decrease by an average of 4%, and there are a number of other changes that could reduce premiums even further.

Additionally, several features of the CSE Safeguard Auto Policy will be improved for all policyholders, including:

SAN FRANCISCO, CA, January 29, 2009 – Civil Service Employees Insurance Group (CSE Insurance), a leader in providing civil service employees with quality protection at affordable rates, today launched the 2009 CSE Youth Scholarship Program, an annual essay competition designed to promote awareness of driver safety among young people.

This is the 13th year CSE has sponsored the program, which is open to eligible high school seniors in Arizona, California, and Nevada who are children of public employees. 

As part of the program, CSE will designate $12,000 in scholarships to winning entrants based on their essays of 500 words or less that discuss ways in which the teenage automobile accident rate can be reduced. Essays are evaluated on originality, creativity and written proficiency.

The competition is divided into three geographic regions: Northern California, Southern California, and Arizona/Nevada. In each region, CSE will offer scholarships in the amount of $1,500 for first place, $1,000 for second place, and $500 each for third through fifth places. The scholarship awards are to be applied toward the students’ school-related expenses for the 2009–2010 academic year.

Eligibility requirements
To be eligible for the competition, a student must be attending his or her senior year of high school. The applicant must have a cumulative GPA of at least 3.0 and must have been accepted to an accredited two- or four-year college or university, or trade school, in the United States with intent to enroll as a full-time freshman by the Fall 2009 session.

In addition, the applicant's parent or legal guardian must be a currently-employed or retired full-time peace officer, firefighter, educator, postal employee, military personnel, or other federal, state, or local government worker.

The funds were distributed as part of CSE's Youth Scholarship Program, an annual essay competition for children of public employees.

To promote awareness of driver safety among young people, CSE each year designates up to two $1,000 scholarships and eight $500 scholarships to children of full-time public employees based on their essays discussing ways in which the teenage automobile accident rate can be reduced. Applicants submit original essays of 500 words or fewer that are evaluated on originality, creativity and written proficiency.

In its news release affirming CSE's A- rating, A.M. Best acknowledged "management's knowledge of its California operating territories, high business persistency, conservative investment risk profile and favorable loss reserve development." A.M. Best also noted that CSE "has implemented a number of strategic initiatives over the previous five-year period to improve overall earnings, which included rate adjustments, stricter underwriting guidelines, improved claims handling and non-renewals or moratoriums on unprofitable lines of business. These initiatives, along with favorable automobile loss frequency trends, a lack of significant homeowner catastrophe activity and increased investment income have resulted in significantly improved operating earnings."
